The Protector of Human Rights and Freedoms of Montenegro wrote recommendations and participated in working groups to support the drafting of the Law on the Protector of Human Rights and Freedoms of Montenegro. Thanks to their expert involvement:
- The Protector has full competence in handling complaints due to possible violation of the principle of gender equality, including gender based violence;
- Hate speech is recognized as a special form of discrimination in the jurisdiction of the Protector;
- Racist, homophobic and transphobic motives for committing criminal offenses are defined as an aggravating circumstance and sanctions can be imposed by the Protector.
In 20 years time, we'll be closer to realizing equality in Europe if all national equality bodies achieve full independence, through strengthening human and financial independence and mechanisms for implementation of their recommendations.
